Florida Governor Ron DeSantis announced sweeping restrictions on welfare benefit spending, positioning the state to become the first in the nation to ban recipients from using Temporary Cash Assistance for luxury and non-essential items including theme park tickets, tattoos, and entertainment subscriptions.
New Restrictions Target Non-Essential Purchases
Speaking at Feeding Tampa Bay in Tampa on August 26, DeSantis outlined prohibited purchases under the state’s revised Temporary Assistance for Needy Families program. The banned items include tobacco and vaping products, drugs and intoxicants, adult material, video games, entertainment tickets, theme park subscriptions, tattoos, tanning services, spa treatments, and fortune-telling services. Florida becomes the first state to formally amend its TANF State Plan to implement such comprehensive restrictions on Temporary Cash Assistance benefits.
Interim Secretary Kate Williams of Florida’s Department of Children and Families defended the changes as common sense reforms. Williams stated that Temporary Cash Assistance provides families with flexibility during difficult times, and these modifications preserve that flexibility while strengthening program integrity. The benefits, distributed through Electronic Benefit Transfer cards, help eligible families cover basic necessities such as food, clothing, housing, utilities, household goods, and personal care items.
Program Details and Implementation
The average Florida household receiving Temporary Cash Assistance obtains approximately 250 dollars monthly through the program. TANF funds in Florida also support the Relative Caregiver Program, which currently assists relatives caring for more than 4,000 children statewide. The governor’s office confirmed that new restrictions will roll out in phases, starting with SNAP-authorized retailers before expanding transaction-level controls to cover additional prohibited products and services across the welfare system.
Broader Welfare Reform Initiative
This announcement follows earlier restrictions implemented in 2026 on Florida’s Supplemental Nutrition Assistance Program. The state has pursued multiple welfare reform initiatives aimed at ensuring taxpayer dollars fund only essential purchases for families in need. DeSantis emphasized that the changes maintain program flexibility while preventing misuse of public assistance funds. The restrictions reflect Florida’s ongoing effort to balance support for struggling families with accountability for how state welfare dollars are spent, ensuring resources reach their intended purpose of meeting basic family needs.
