New York City has imposed a sweeping ban on artificial intelligence tools for students in preschool through eighth grade, affecting roughly 600,000 children in the nation’s largest school district. The policy takes effect September 10, 2026, and represents one of the most aggressive actions by a major city to limit technology’s role in early education.
Restrictions Extend Beyond AI
Mayor Zohran Mamdani announced the one-year ban during a Wednesday press conference, explaining that the district will disable AI components in more than 30 existing educational programs. The restrictions go beyond artificial intelligence alone. Students in preschool through second grade will lose access to laptops and tablets entirely, while third through eighth graders will face limited device access. NYC Schools Chancellor Kamar Samuels defended the approach by stating he does not want technology doing students’ thinking for them.
The ban includes a complete prohibition on chatbots, building on New York’s existing restriction of ChatGPT in schools since 2023. Mamdani emphasized that children need to learn critical thinking skills, collaborate with peers, and experience not knowing answers immediately. The mayor argued that technology’s widespread presence does not justify its use in every educational setting.
Limited Exceptions Under Teacher Supervision
The policy allows five approved educational AI programs to remain available, but only under direct teacher supervision. District officials will evaluate the ban’s effectiveness over the coming year before deciding whether to extend, modify, or end the restrictions. The temporary nature of the ban suggests administrators recognize the need for flexibility as technology continues evolving and as they assess how students adapt to reduced digital access in their learning environments.
Preparing Older Students Differently
The ban applies exclusively to younger students, with high school students receiving different treatment. The distinction reflects a belief that older students need exposure to AI tools they will encounter in college and the workplace. This two-tiered approach acknowledges that elementary students require foundational skills before engaging with advanced technology, while teenagers benefit from learning to work alongside AI systems they will face throughout their careers. The policy highlights ongoing debates about appropriate technology use at different developmental stages and the balance between preparing students for a digital future while ensuring they master fundamental learning skills first.
